2025 School Choice Bills to Watch

The following bills introduced in the 2025 Legislative Session would enable or expand private and/or public school choice. This list will be updated throughout the session, with any bill actions noted. 

HB 39 – Removes cap on ESA vouchers 
HB 1078 – Loosens restrictions and removes cap on ESA vouchers 
HB 1161 – Creates new voucher program
HB 1162 – Expands ESA vouchers
HB 1163 – Expands ESA vouchers
HB 1165 – Expands ESA vouchers
HB 1192 – Brings forward statute on private school tax credits for possible expansion
HB 1433 – Creates new program of private and public school choice for students in any school or district rated D or F at any point within the last five years
HB 1435 – Authorizes open enrollment/public school choice, allows students to transfer to a district outside of their own residence with the approval of the receiving district, creates an administrative burden on districts by requiring they report four times a year the enrollment capacity and space available for each school and each grade
SB 2602 – Authorizes open enrollment/public school choice, allows students to transfer to a district outside of their own residence with the approval of the receiving district, creates an administrative burden on districts by requiring they report by June 15 each year the enrollment capacity and space available for each grade
