The Mississippi Department of Education (MDE) announced that 74.5% of 2018-2019 third graders met the requirements of the Literacy-based Promotion Act to move to fourth grade.
Results of Spring 2019 testing:
- 74.5%, or 26,057 students, met or exceeded the passing standard, scoring at or above Performance Level 3 on the reading and language portions of the Mississippi Academic Assessment Program (MAAP) – English Language Arts (ELA)
- 25.5%, or 8,941 students, scored at or below Performance Level 2, failing to meet the passing standard

2019 Third-grade Reading/ELA Results
Beginning in the 2018-2019 school year, students must score at or above Performance Level 3 on the reading and language portions (not writing) of the MAAP-ELA, or meet certain exemptions, to be eligible for promotion to the fourth grade. Students who have an Individualized Education Program (IEP) or a 504 plan who have received either intensive remediation for more than two years or who were previously retained for one year can qualify for a good cause exemption. Prior to 2018-2019, students could meet the passing standard by scoring at or above Performance Level 2.
