Distribution of ratings across categories:
Had baseline cut scores not been reset, the 2018 accountability ratings would be as shown in the third column below – #of Districts 2018 w/out Resetting Baseline. Instead, cut scores were changed in a way that made it easier to move from a B to an A (the cut score for A was lowered) but harder to move up a level in each of the bottom three categories (those cut scores were raised). The result is show in the last column below – # of Districts 2018 w/ Baseline Reset (Official).
